The pace bowler has claimed 309 Test scalps in 71 appearances with an average of 22.10.
Australia's chief selector Bailey has declared that skipper Cummins will have a crucial role in the upcoming England-Australia contest.
There were concerns that Cummins might miss the series due to a persistent back stress problem that had not yet healed.
Earlier indications from the Australian camp suggested no definitive call had been made regarding whether he would play, with the Test matches set to start on November 21 in Western Australia.
Bailey expressed that Cummins is "building up" and felt positive about his chances of participating.
"We're aware that the clock is ticking and multiple considerations at play, not only the back issue, but further aspects," Bailey remarked.
"It's positive. [We are] really confident that he's going to play a key capacity. Hopefully it's the first Test. Otherwise, then we'll pick it up."
Injury History
The captain missed Australia's limited-overs series against India and New Zealand in the previous weeks after scans revealed a lumbar bone stress.
Previous incidents include of recurring issues, with setbacks in several earlier campaigns causing him to miss several home seasons in a limited period.
He emphasized he would be bold in recovery efforts in his rehabilitation process to ensure his availability for the contest.
He mentioned that it was unclear if he had started his bowling workouts as part of his rehabilitation but admitted it was "getting tight" for him to recover fully for the initial match.
Contingency Plans
Should Cummins not be fit, former captain Steve Smith will take over the captaincy.
Versatile player Green was recently pulled out from Australia's squad for their limited-overs matches against India as a precautionary measure because of soreness in his side.
Bailey described it as a "slight concern and stated that he'll feature in the state-level matches, so will be "ideally positioned to deliver overs."
"Considerable effort has gone into developing the strategy for him to be available for the initial game as an all-rounder," he elaborated.
"His involvement was limited to the initial matches anyway. The way he swings the cricket bat in white-ball cricket, should it hinder progress for a short period, we opted to take a cautious route."
